Skill indicators can be created using HTML and CSS in a variety of ways. Here's an example of a simple skill indicator using a progress bar:

The CSS styles the progress-bar and the progress elements to create the desired appearance of the skill indicator. The width of the progress element can be adjusted to reflect the level of proficiency for the skill in question.
